Turkey’s Directorate of Religious Affairs (Diyanet) has released a fatwa stating that usage of toilet paper is permissible within Islam, though it emphasized that water should be the primary source of cleansing.

Reminding that for a prayer to be religiously legitimate, one’s body, clothes and the place where the prayer is to be performed should be free of items defined as “unclean” by Islam, the fatwa said the cleaning should be conducted with water.

“If water cannot be found for cleansing, other cleaning materials can be used. Even though some sources deem paper to be unsuitable as a cleaning material, as it is an apparatus for writing, there is no problem in using toilet paper,” read a part of the statement.

Meanwhile in a separate statement, the Diyanet also ruled that people who beg in order to earn money beyond their immediate needs are “demanding the fire of hell.” Begging is limited only to people in the most desperate conditions and does not reflect human dignity.

Diyanet had stated in late March that it was okay for substances produced for cleaning and containing alcohol to be used for cleaning purposes, while stressing that drinking alcohol was forbidden by the Islamic religion.

“If [substances containing alcohol] spill onto a dress or the body, they must be washed or they cannot perform a prayer. While it is forbidden to drink substances containing alcohol that were produced for cleaning purposes, it is acceptable to use them for cleaning. Therefore the places that were cleaned with such substances need not be washed before performing a prayer,” read a part of Diyanet’s answer.

A new Islamic fatwa in Turkey has decreed that Muslims are allowed to use toilet paper.
The Directorate of Religious Affairs for Turkey stated that the use of the material for hygiene is acceptable but water was preferable.


Islamic teachings traditionally state that followers should use water to clean themselves after going to the toilet.

The set of rules for how Muslims should relieve themselves, called the Qadaa al-Haajah, was established in the times before toilet paper or toilet seats were invented.

Use of the left hand or three stones was also permissible.

The code also states that followers should not speak or read while on the toilet and should enter with their left foot and leave with their right, speaking a prayer.

Men and women are also told not to stand while relieving themselves but to squat or sit.

The new announcement, reported by Hurriyet Daily News, stated: 'If water cannot be found for cleansing, other cleaning materials can be used.'

Last month the Directorate of Religious Affairs had also relaxed rules on around the use of products containing alcohol - as long as they were not consumed.

Hand sanitizes and other similar products used for hygiene products are now halal.

'While it is forbidden to drink substances containing alcohol that were produced for cleaning purposes, it is acceptable to use them for cleaning,' Hurriyet Daily News reported.

The fatwa stated that places that had been cleaned with the products would not need to be washed again with water prior to performing prayer.

A new ruling on begging, stating that anyone who begs and earns money beyond their immediate needs is 'demanding the fire of hell.'

QADAAHUL HAAJAH: THE LIST OF RULES FOR ISLAMIC TOILET ETIQUETTE

The code, known as Qadaahul Haajah, is part of a set of guideline based on the teachings of the Islamic prophet Muhammad. Although they are not compulsory, many devout Muslims follow the Sunnah teachings.

-The rules state Muslims must say before entering the toilet 'In the name of Allah, O Allah! I seek refuge with You from all offensive and wicked things'

-They must enter with their left foot and leave with their right saying a second prayer 'Praise be to Allah who relieved me of the filth and gave me relief'

-People should not speak, greet anyone else or read while they are relieving themselves (COMMENT: I am a sinner)

-Muslims should not go to the toilet standing up but should squat or, if necessary, sit

-Followers must not face the direction of Mecca while they go to the toilet or have anything bearing the name of Allah or the Quran on them

-People should relieve themselves out of sight of people and should not look at their own genitals or anyone else's

-After going to the toilet, Muslims should clean themselves with the left hand and water

-Stones are also permissible, and three stones should be used to wipe themselves

-The hands should then be washed

Wow, they've got rules for even going to the bathroom.

No wonder they do not understand freedom!

I guess the French have something in common with Islam, when it comes to cleanup after the discharge of fecal matter. I wonder if a Muslim would know what the funny looking bowel, next to the toilet is for? :)

Well, I'll be darned! I spent fifteen months in Turkey; & I used the noble paper every day! :D

Yeah, but it was not Halal at that time ! Only us crusaders and infidels could use it.
I had similar experiences in Saudi Arabia and the Emirates several years ago. :p

Well at least now we know why all of them are always so angry, the only way to get clean after you do your business is to squirt water up your keister.

I would be angry all the time as well

Personally I think the Roman way was worse (at least for the less wealthy). Roman public bathrooms has a communal sponge on a stick... note the word communal... I would hope that had I been roman I could have afforded a private one! :D :D :D
