Exactly what GhostHorse said. Many times when something bad happens where government is involved, some people jump to the conspirary conclusion, because it's hard for some people to accept that some people in government can be that inept or incompetent.

uh-huh!
for years I just refused to accept that the higher ups at Atlanta City government/ Fulton County and public safety could be that incompetent.
then along came the 1996 Olympics and I got drug into that and saw first hand how wrong I was all that time.

Lets take a step back now for just a moment and slow down and think about this.
there is a fine line that we need to walk as to Governmental protection at all levels and personal rights as to incarceration/ privacy, and ones reputation as well.
I doubt if anyone wants to be overly inspected in our day to day lives, most could find something in their past/ present that wasn't 100% right by many others standards.
so there is that legal tight rope that the law enforcement community must walk.
not saying this is good or bad, just try to put yourself in the situation where we may be governed like people in kalifornia, Illinois, or some northern States.
we can't complain about things falling through the net then turn around and complain about Big Brother, there has to be a happy medium and we need to understand that sometimes crap happens.
now IF someone is found incompetent then they should be dealt with, that's where my problem with current affairs comes in.
