I know that to purchase a new handgun through a dealer or FFL you have to be 21 years of age or older.

However, I am also reading that in a private sale IE: Face to Face pre-owned, that the age drops to 18 years of age or older.

Is this correct? Or am I misreading this?

That is federal law. There are a few states that choose to take it a step futher and say 21 yrs for private sales. If someone under 21 wishes to purchase new, from an FFL, the only way to do so without it being considered a "straw purchase"(think hey mister, ill give you an extra $50 if you buy this for me) which is illegal and can be charged as a low level felony, is for the parent or guardian to purchase and "gift" it to the minor.

Not a lawyer but thats the way ive come to understand it being 20 yrs old and trying to add another handgun to the colection. But free legal advice is not something I would bet on. Check with someone more familar with your state laws, such as a CCW class instructor or your SLED.
