Any of them can order one for you. www.rossiusa.com has their on-line catalog, but the local dealers in your area are the ones who need to do the requesting to the suppliers. If you contact Rossi USA directly and talk to the sales staff, they can be made aware of the drought of Rossi handguns in your area and should be able to steer you to someone in your area or at least expedite the situation to a degree. The website mentioned here has the contact points for calling. GunBroker.com or GunsAmerica might have one for sale.
