Recently just purchased the PT 709 Slim. I love the size and weight of gun, but the only concern that scares me is the barrel when gun is cocked it seems to jam up on barrel and seems very loose. is this normal for this gun????

Yes. Most semi-auto pistols use some sort of tilting barrel system. The angle of the tilt is exaggerated by the short barrel.

yeppers!
the Blow back operating design has a solid barrel that does not drop generally ( maybe always???) but most other semis operate as mentioned.
you do have also rotating barrels that do not tip, such as the beretta Cougar, PX4 and the Stoeger Cougar and a few others, several designs of operation but the tilt barrel is the most common.
