I have not had the families PT22's torn down in a long time, if I remember correctly there
should be a spring and a tiny ball bearing resting on top of the spring to engage a detent in the
safety when applied, check to see if the bearing is still there or the spring may need a stretch.................

Or if there is a piece of lint, carbon, or whatever, in the detent that the ball is supposed to sit in, when the safety is applied.
