Looks new to me. The ring is normal it is indeed atributed to the cylinder catch contacting during rotation. It is not unusual for a new revolver to exhibit slight wear due to testing before leaving the factory. The excessive cosmoline (grease) is also normal and is used as a preservative for the metal during storage/shipping. Just get it all cleaned off inside and out before firing it.
