I use a Dillon RL450. It's an older, more manual version of the current 550. I actually have two, one I bought off eBay because the auction expired on Christmas Day, and nobody was watching it. The 450 usually sells in the $225-$275 range, depending on what comes with it.

Nice press, that guy is hoping to cash in on the panic, thing is if you don't already have bullets and primers a press probably is not going to do you any good.
