Specifically to your questions, pay careful attention to the definition of "securely encased":
Definitions: http://www.flsenate.gov/Statutes/in...TM&Title=->2007->Ch0790->Section 001#0790.001
Lawful Ownership: http://www.flsenate.gov/Statutes/in....HTM&Title=->2007->Ch0790->Section 25#0790.25

another good site for interpretations:

This guy is a lawyer who basically put all the laws in laymens terms. Definitely a good buy for the money and who knows maybe buying it you could refer to him if you ever have a problem.

Securely encased includes a snapped holster- per section 97. I have mine between seat and door in my holster. I can leave it visible on the seat if I want, but I don't. Visible isn't the key- encased is.
I am not trying to be a jerk and definitely not a lawyer, but as I interpret the law in FL this practice is illegal without a CWP. You can securely encase you handgun as per its definition but any container that is not attached by the manufacturer to the vehicle must be out in plain sight or it is "concealed", which would be I believe a Felony of the 3rd. It would be up to the officer that caught you on how to interpret "in plain sight".
