Even filed off SN's can be brought back out with chemicals.80% means that it's not a firearm. No S/N required. You do have to put in some effort to make it a firearm.
With all the effort that goes into "making" an 80% lower or Glock frame, it would be easier to steal a firearm and file off the serial number. Someone putting that much effort into buying parts and milling the lowers isn't going to be your average stick up man. If they're doing it for profit from a less than law abiding clientele, all it takes is one customer copping a plea for you to arrive at a fed pen for a 25 (no time off for good behavior) year vacation. Of course we don't have FOID cards or registration in Texas, so I guess I'm just not as bothered by not going through background checks for private sales (receipts are just fine) or registering my firearms with Big Brother.
My question is how many crimes have been solved buy tracing the gun using it's serial number? I'm guessing not that many.
may be different in different areas but aren't criminals that steal guns or buy them off the street required to fill out a FFL 4473 and that should have the serial number on it???

It's perfectly legal to manufacture your own firearm, and has been so for decades. You can't make one and sell it, but you are perfectly legal to make one. Not just AR15's. These just get the attention on the news.I'm aghast on two levels- First that I have been so naive and uninformed that the whole concept of ghost guns is news to me. Of course, I've seen the ads for 80% this and aftermarket that, but I understood that items such as lower receivers were serial numbered and required the same delivery system, (i.e.- background check), as fully functional weapons.
Secondly, as a law abiding responsible gun owner, I can't begin to express the anger I have toward someone who is contributing so blatantly to the cause of the anti gun sector! We have more than enough battle fronts without jerks touting the easy availability and untraceability of AR-15's!
