The customer who fired at the suspected thieves after being shot was not injured, Holloran says. Suspects did take the customer's wallet before the shooting. They also took cash from the store.
(bolding is mine)

So if this reporting is correct (who knows with reporting) then the customer initially complied with the robbers, was shot at and then returned fire.
Unfortunitely the ones that got away have the guys wallet, which means they know where he lives. Also the gun was probably taken for evidence.

Is my reading comprehension screwed up this morning or is the writer all over the place? Maybe I need more coffee.
Your comprehension may or may not be off, but yes, "journalism" here in Wichita leaves a lot to be desired. And yes, you do need more coffee.

Sheesh; 16 years old and committed armed robbery in broad daylight. What a waste of a life.
