What was wrong with the 911 system. They received a call and LEO were dispatched. The real failure here was that they didn't separate before this point and that she was not armed.

That really sucks, but it wasn't a failure on the part of 911 or any other law enforcement agency.

All they can do is respond after you make the call.

Mater of fact, the notion or law enforcement preventing a crime is pretty much crazy. You cannot prevent what people are hell bent on doing. You cn only react.

The only way for LEO to prevent would be to assume that ALL are guilty of (X) beforehand.

The 911 comment in my opening post was meant as sarcasm. 911 worked as well as it could. Shame it was not enough.
