I don’t understand why no one has jumped in to fill the gap. Instead of making small calibers fit into normal standardized frames (like the CA undercoverette or pathfinders) why not fashion a frame around a smaller cartridge?
Good idea. There are .32 cal. rounds still in production that would fit your suggestion. The .32-20 comes to mind as an adequate self defense load and a manageable bullet for a smaller and lighter frame revolver.

I can only think of 2 guns that might fit your criteria. One of them is not a revolver. The 1st one would be a Taurus total titanium model 85 chambered in 32 H&R magnum. Very light and a respectable cartridge. The 2nd one is a double tap derringer in 9 mm. It is light and dependable though the recoil is stout.

You might have to search around a bit to find either gun but if it's worth having it's worth looking for.

I see gun control as waiting in an ambulance at the bottom of a cliff when we should be building a fence at the top!
