    Yes, you are right, the FCC controls and grants permits within certain defined sprectrum, and then other spectrum are reserved for certain uses not controlled by the FCC, but they have little actual control. In short they don't control all of the sprectrum, in any case we have so many emitters on us, i.e., cell phones, electronic watches, blue tooth devices, etc. that I think you could come up with a device similar to noise canceling headphones, that would effectively use your emitters to cancel out external scanning, so that you would appear to be a ghost electronically. The other method might be false reporting, or devices that report you in wrong locations, make changes to your electronic signature, so that you or another, appear, but the information is false. Then mirroring might work, so that your electronic signature is a mirror of those around you. I am sure there are many ways to skin this cat, given the need.

    When you are collecting massive amounts of data, filtering out false data from an individual is almost impossible. You would have to be targeted for something else for the false data to surface. And if you had been streaming false data all along, it becomes very difficult to sort out the true data from the false. In other words, a cursory inspection would not highlight the false data. Data looks like data until compared against known data, once false data gets in it becomes more difficult to filter out, so you are back to garbage in garbage out.

    To be able to filter out false data, you first must know what is true data.

    How can a synthetic life forms be brothers. Making up Data when you have a real Data. False Date is evil. I have been in Ten Forward all day thinking about it.
