    I see no navigable US waters in the picture so just based on that; Highway Patrol. Now, if the boat begins to leak any diesel/gas/oil or any other 49CFR Part 6 defined hazardous material and it does find its way into any navigable US waters; Coast Guard.

    And next time I'd suggest that the boat owners hire a company that knows how to secure a boat to a trailer and a driver that knows how to drive it.

    Actually, that looks like it's at a launch, the ramp is out of the picture and behind the truck. My guess is they had it temporarily secured, just enough to bring it out of the water and it slipped going up the ramp. This is prob'ly an issue for Fish & Game as they likely own the boat launch facility.
