I'd like to point out that the Oklahoma state constitution states that any measure signed into law that is not an emergency measure goes into effect on November 1st, so there's no ulterior motives for the seeming delay. They law was passed and signed so early to make up for the duplicitous actions of former Governor Mary Fallon, who after saying for years she supported Constitutional Carry vetoed the bill when it finally came to her desk and prevented the Oklahoma state legislature from meeting for a possible override of her veto.
