The size of the one may have some bearing in the matter. As does determination.
One man can be a Stampede
No, It takes two to tango
Depends on his speed
Sheer determination is what is needed
Stampede or no
It has been discussed elsewhere that one running man, if determined enough, could be considered a stampede. Do you think one man can be a stampede? Does it take two or more. Is speed a determining factor? Or is it just overall determination regardless of participants?

I didn't say it was your fault, I said I was going to blame you.
Remember; never underestimate the power of stupid people in large groups.
The things that come to those that wait will be the scraggly crappy junk left by those that got there first.

I don't know if they can BE a stampeded (noun) but one man can certainly stampede (verb). So I went with speed. I think one man stampeding fast enough may just qualify them to be a stampede unto themselves.
Enough speed and determination (or reason!) and one man could indeed be a stampede.
And if you aren't sure, get between a man and an ammo sale or a woman and a sale she may wish to view. Or me and a single barrel bourbon and a med rare steak!

When it comes to redefining terms for whatever purpose, I always borrow from Lincoln: If you call a tail a leg, how many legs does a dog have?
Only four. Calling a tail a leg doesn't make it a leg.
No. One man can START a stampede......but NOT BE a stampede.
NOTHING is ever fixed by breaking it.........
