I think in answer to your second part of the question is that Federal Law Enforcement is not bound by the Geneva Convention like the Military is. I think the FBI started carrying 40s after a Miami gunfight some years ago.
Why so many .40-Cal and why are they not using 9mm like the rest of the Military?

They switched from 9mm to .40 a while back.
The Feds use Winchester Supreme Elite PDX1 in .40. Its a great round. I like it in .45 acp, feeds great in a PT 1911! A bit hotter than standard but not +P. Also they have a great expansion (they are HP) and are bonded so the jacket will stay on.
A bit pricey, about $1.25 a round around here last time I bought them.

Caliber has nothing to do with the Geneva Convention.
But at even say $1/round thats an awful lot of rounds. Be interesting to see how many pistols the CBP has......People I was talking to on the front line with Coast Guard....apart from an actual fire fight...they qualify twice/year 50 rounds. I know it adds up.
I wonder how many of them will end up in Mexico...
There are 105,000 Federal law enforcement officers. So that works out to 1,904 rounds per officer. Maybe some of them will learn to shoot.![]()
