    Yep! Dealer to dealer, or Dealer to Manuf, and reverse they are allowed to ship that way, kind of sucks doesn't it.

    wouldnt it be amazing if the fed gov. would stay out of our private transactions. I bet not a one of you would ship a weapon to someone you thought would use it for intentional harm.

    Parts vs Firearm

    My understanding is if it has a serial number, then that's the firearm. Everything else is just parts.

    Sig's P250 X-Change Kits come with slide, barrel, grip (would you call that the receiver in this case?) and mag. Doesn't need an FFL and can be shipped USPS. The FCU (Fire Control Unit) has the serial number and by itself is considered the firearm.

    I use FedEx online for all my shipping. Not to say I may not get the same answer if I asked again, but when I did, and I was placed on hold for 5 minutes while they verified it, I was told "Not to indicate or notify anyone that a firearm was being shipped and only send it Priority Overnight​".

    Something that I recently found out is that cap and ball black powder or flint locks can be shipped to you home in most states with out any FFL transfers, or even a back round check.

    The issue of shipping a handgun inexpensively is as clear as mud. So I figured I'd add my 2 cents. Title 18 Chapter 44 (Federal Regulations) provides an exemption.

    Apparently you do not have to notify the carrier that you are shipping a firearm if you are sending it to the manufacturer. In my particular case I have shipped a firearm to a manufacturer that was only about 150 miles away from me. That being the case the quoted delivery time for ground was 1 business day. My thinking is that I'm not going to pay 40 extra bucks for a company policy when I don't get anything more in terms of delivery. Basically they would put a fancy sticker on the box and do nothing that they would not do for a plain Jane ground package.

    Here's the language:

    (e) It shall be unlawful for any person knowingly to deliver or
    cause to be delivered to any common or contract carrier for
    transportation or shipment in interstate or foreign commerce, to
    persons other than licensed importers, licensed manufacturers,
    licensed dealers, or licensed collectors, any package or other
    container in which there is any firearm or ammunition without
    written notice to the carrier that such firearm or ammunition is
    being transported or shipped;

    I'm not a lawyer so make your own interpretation of this and decide for yourself what you think is right. That especially holds true considering how much state and local laws vary.
